Now we know 3CX Phone client uses 40000-65536 (25,536 ports). Is this configurable?

Currently this is not configurable.

Most simple networks will not have an internal firewall. If you do have one, my understanding now is that you want to open UDP traffic FROM the computers running 3CX Phone TO the PBX ports 7000-8499. The FROM side rule can be "from any port" or it can be restricted to "from 40000-65536". Correct?

That is correct. Any rules for local ports should be done based on the UDP ports of the 3CX server.
