Allowed Country Code

1-what does allowed country code in Setting >> Security Setting mean what if i disable all country is this mean i can't make any international call ... because i uncheck all country and i still can make international company

2-why i can't call international call when number begin with + and it should be begin with 00 or you have to create outbound call to delete + and add 00
3- is there any way to block all international call

If you dont allow a country code you cannot dial this country.

Additional to this, if you do not have an outbound rule for said country code/digits, you will not be able to dial out.

Have you got international set under Settings > E164 Processing
