Allowed to call any country or region if nothing is select

Hi,

It looks like it is allowed to call to any region or country if nothing is select in Settings > Security > Security Settings “Allowed Country Codes” tab.
Is this by design or is this a bug?

Never mind, it was some kind of disturbance / glitch.
When I chose the Europe section, the Asia section was also chosen, and in this part only Kazakhstan (7) was enabled.
In the Europe section, all countries were selected, except Russia (7).
Strange, strange, strange.
I corrected everything and it's okay now.
