are access numbers supported?

Some provider are 9x cheaper for dialing mobiles for example, is it possible to make 3cx use these when a outgoing mobile is detected and retain the caller id ?

As long as the mobile numbers in your country are identifiable by prefix (I know they usually are in the UK), then you can route those calls out over a different provider, using outbound rules. As far as the caller ID displayed... that depends on the provider you use. Some allow you to spoof (change) the caller ID to whatever you want, and some will only send the number(s) that they assigned to you. In some countries this is also a requirement
