If I had a basic D-Link or Sipura ATA, is it possible to configure 3CX to use this as a VOIP Gateway or do I need an actual "Gateway" device?

I have tried SPA3102, it works fine

The Sipura (SPA3102 is very good) is your VoIP gateway it can receive calls from the PSTN and make calls to your VoIP provider via the internet.

So a common setup is:

Internet gateway this is your modem and connects to your ISP.
VoIP gateway, can be part of you modem for phone calls via your ISP (or VSP).
PSTN gateway is an ATA device that accepts calls from the PSTN and converts this to VoIP.

THe SPA is a voip and PSTN gateway.

Anything that has so called FXO ports is a VOIP Gateway. The ones you are referring to are often limited to 1 or 2 lines, but they are still a Gateway.

if you want to connect PSTN lines, you need to ensure that the device you are getting has FXO ports. Just in case:
