Is it possible to schedule a reboot of certain phones within the 3CX system?

You may have to resort to a digital timer if the set is AC powered.

If phones are connect via Poe switch, can you schedule reboots of the switch

Use free software curl (curl.haxx.se), and use task planer to schedule job:
curl.exe --data reboot=Reboot --user %USERNAME%:%PASSWORD% %SNOMIPADDRESS%/advanced_update.htm --connect-timeout 10
