"belongs to forbidden country"! Help!

Hi, I am currently using Twilio. I am from Japan.
Outband has been set up.
If the phone number is 070-XXXX-XXXX, I type +8170-XXXX-XXXX. Then belongs to forbidden country (blocked country code = +817)
is displayed.
Is this because +81 is not recognized as a country code?

Please let me know how to resolve this!

You need to enable which countries you are allowed to dial

Security -> Allowed Country Codes

If you are unable to dial international numbers, check your E164 settings , Settings ->E164 Processing
