Block Outbound Calls

Hi, would anyone be able to offer the best solution to block outbound calls to certain numbers without having to set a specific outbound rule for each number?

Use case example is that a company has a list of numbers who have asked not to be called or subscribes to CTPS with 1000s of numbers that are not to be called. Is there a way to check this list/database when making the outgoing call and if the number matches drop the call/play a recording to the person dialling?

Thanks for your reply. I had thought about using CFD, but I couldn't work out how to make use in this scenario. I've used it for incoming calls and routing, but couldn't see a way for it to be used for outgoing (except using as a dialer). Could you give any more information on how this could be used?

For example I would like to be able to stop the call, if a sales person dials a number on the list but all other calls should be allowed as per the outbound rules.
