Block outgoing calls after limit time per month

I'm searching a solution for a problem. I want to know if 3CX System can block outgoing calls to cell phones when reach 60 minutes on month limit. Is it possible?

There exist another away to do this?

You can do this at the provider level with a pre-paid trunk. Or with some custom programming. But nothing that is built-in to 3CX. For that you'd need to follow the advice from @Saqqara
