(Wrong category by the way.)

Go to Settings > License and click "Refresh License Key". If you can't, on the Dashboard beside the key, there's a refresh button (rotating arrows), click that.

Then, try again. If you still see this message, restart the Configuration Server service (which will restart all of them) and then see if you can create it.
