Call Control API - Event on incoming calls before the phone is ringing?

Hello,

is there any event in the api that is invoked before the incoming call reaches the phone (before the phone will ring)?
Can I "interact" with an incoming call during all "stages" in the PhoneSysteme (before/after each stage)?
