Yes, that file location has been changed recently (3CX v20 U2), and the documentation was not updated. But a minor change should make it work.

The change in the documentation, yes. But you can change your code to point to the new file location.

Search in the C# code for "3CXPhoneSystem.ini", and change the path to the correct location.
