If I have no outbounds rules, I get a different message.
I setup the outbound rules (see attached pic) and I get Call forbidden by administrator.
I am using Twilio and did a test call through their system and it came back ok.

This is usually due to a restriction to the countries you can call, in your 3CX server.

It seems you are trying to allow local 7 digit numbers to be dialed. Have you tried a rule for 10 digit numbers, does that work? Is the +1 prefix required by your provider? In the rule you posted have you tried specifying a first digit, to see if that will allow a call to go through?

Yes, tried different number combinations.
I am using Twilio and I just found out I was using the same CIDR IP as my other 3CX account in Twilio (I copied and paste, oops).
All good now once I corrected the IP in Twilio. Thanks all!
