I am trying to use the *20* to pickup a system call from a queue but it gives us a 404 Not Found.
 
The call pickup feature will allow you to pick-up calls that are in the ringin state. In the case of a Call Queue, the call actually gets answered by the Call Queue while the caller is waiting so it is not considered to be in a ringing state. That said, the behavior you are experiencing is expected.

So would a ring group be the better option? There is not enough phones to handle the overflow of calls. They will receive a busy signal if the phones are ringing with no pick up right?
 
Whether or not a Ring Group will be a better option depends on your requirements. If you are asking what will happen if a call comes into the ring group and the ring group has no available agents, then do note that the call will follow the destination if no answer routing set for that Ring Group.

If what you want is to be able to pickup a call waiting in the call queue, you could do potentially do it by using the 3CX Switchboard from within the 3CX Windows App or Webclient. You can't exactly pickup the call but you can either park the call in Shared Parking spot or transfer the call to an extension. The extension performing this action must be a manager of that queue though.
