Can't Join Scheduled Conf. Call Prior to Exact Start Time

Is there a way to disable the "feature" that does not allow people to join a conference call before the exact start time? It would be nice for customers of ours to be able to join the call a minute or two (or 5) prior to the actual start time of the scheduled conference. I can't seem to find a way to do this.

1) Create the meeting in 3cx, setting the correct date and set the time to 5 minutes earlier then you want, but only invite yourself.
2) In your outlook calendar, right click the meeting and select invite attendees’
3) You can now update the end time, and add the people from your address book.
