The tone is not made by 3CX but by the phone. Cisco SPAs are old, so not surprising.

Get newer phones?

do you know if there is a way to replace the tone or no
 
If there is, it's in the phone so you'd want to look in the SPA manual.

If you are talking about Paging Group as opposed to Intercom (using the paging dial code to intercom specific extension), then the tone you are hearing is actually played by 3CX and it is sent via RTP after the phone has answered the call. That said, you should be able to replace it via the 3CX Management Console by navigating to Settings >> System Prompts. Create a copy of the System Prompt you are using and then simply search for the beep.wav prompt. Replace it with the one you want(use correct format) and then make sure the new prompt set is selected for the PBX. When the 3CX PBX is not in use, restart the IVR Service and then test again, the tone should now be the one you uploaded.

Do bear in mind that the same .wav file is used for the tone heard when connecting to voicemail. If you want to use the default tone for voicemail you could simply make sure that the prompt set used for the extensions voicemail is set to the default one. You can check this under extensions >> Edit >> Voicemail >> Voicemail Language.

ok so I'm able to upload my tone but the file name does not change? So when I upload a new file where do i go to restart the ivr service?
 
Yes, the filename will stay as "beep.wav". You can restart the IVR Service from within Dashboard >> Services. I'd recommend restarting the service during out of office hours.

ok thanks I just got it, so how would i make it so the voice mail still has beep.wav
