Checking Other Extension Voicemail Errors

We are trying to setup having all voicemails flow into a centralized company voicemail. For this we are using the default 100 extension. We also have the default voicemail extension setup on 999. Also note that all extension have voicemail enabled, have a pin set, and do not have the disable voicemail pin set. When I try to call the 999 extension I get the normal "Please enter personal identification number" prompt. I then press # to enter a different extension number. From this point, no matter what extension is entered the prompt always returns with "please enter extension number". Even when selecting a valid extension it never asks for the pin. Also, if a valid extension is entered, then the pin is entered at the second please enter extension prompt, you get a "Thank you" prompt and the system ends the call. Has anyone been able to successfully check another extensions voicemail?
