We need some assistance with the URL needed in Bitrix24 settings to use the 3CX browser application to initiate calls from Bitrix24. All the options we tried does not work. What place holder should be used for the phone number?

This is something you need to ask to Bitrix, because it's their configuration. From the 3CX side, the URL you're setting looks fine.
