Company Wide Quick Dial Codes to External Numbers

If there is a set of external phone numbers (we have 30 construction workers in the field on cellphones only), what's the best approach to provide everyone on our PBX the ability to dial these external numbers using a short code?

My current thinking is to create 30 Outbound Rules each with the prefix "*7" as that prefix is currently not used for any other functions. After the *7 would be a two digit number plan. I would then digit strip and replace with the designated cell phone number, then route to the SIP trunk.

I would distribute a list of all the *7 XX codes and who they are tied too.

Is this the best strategy? Is there functionality in 3CX that is better suited?
 
Create 30 extensions and have the forwarding rule set to call outside number (or mobile simultaneously).

This way they'll appear in the phonebook.
 
@kieferschild I went the route you suggested, thanks. I used Call Forwarding (verses Ring Mobile Simultaneously) in each of the User's profile to implement this. I noticed however that when I dial one of these new extensions that the First Name and Last Name don't appear on the outbound's phone screen, only the extension number. Since I have not (and don't plan to) register a physical or software phone to these 30 mobile only User's profile, will the name information not show up ever? Do you think there is something else I am not paying attention to here?

I like the way you achieve speed-dial, but is there any easy way to assign speed-dial to the contact added in the company phone book...
 
I'm needing a good way to implement speed dialing to outside numbers for one of my customers who uses a lot of desk phones and they don't want to use the PC app or webclient. But, we're not talking 30 numbers or even 100 numbers. They could easily have hundreds, or even more. So using the Outbound Rules for this is out of the question, since there's no way to import information from a csv file into Outbound rules.

I've been working on using a Custom Call Flow to build a Speed Dial 'module', but the idea of using 'dummy extensions' sounds interesting.

Unfortunately, the Export for Extensions does not include any of the Forwarding information for an extension.
