+Config greyed out?

Hello,

I've copied the default template and made a few minor changes for our Fanvil X4 phones and I'm attempting to apply this config to some new phones and the +Config button is greyed out? Any ideas?

The "+Config" button is only enabled if you highlight a provisioned phone. The ones you have in the screenshot are unprovisioned.
