Console Restriction - Allow Access from specific IP Addresses

I was trying to change it to my external IP somehow it didn't take. I now can not log in. I'm using Google Cloud and only have SSH access. Does anyone know where I can update the info through SSH? I did try and set up a windows machine to try and access through IE on the same subnetwork. NO IE

FYI The system/service is working fine. I'm unable to login into Management Console
