Creating a ticket via portal is impossible

Dear,

I'm trying to create a ticket via the portal but this isn't working, clicking on "create ticket" works, I fill in all the fields but then when I click on the 2nd "Create ticket" it does nothing.
I tried incog windows, 3 different browers, but nothing. I need some assistance and I'd like to create a ticket for this... help!
