DECT question

Hi,

Just a little question on a SNOM DECT Multicell installation.
I have about 15 SNOM M700 in multicell.

When I call from a DECT phone that is registered on the 4th level of the DECT tree, is the call established by the 4th SNOM, or is it the master that establishes the call ?
I've made some wireshark captures, and according to me it's the 4th that sends the Invite, but I want to be sure.
(The question is, is the call going all the way up in the DECT tree to the master, and impacted by the dBm of all the SNOM, or only the dBm from phone to the base it's connected to ?)

In the snom M700 setup guide we have, at some point we link to a snom document regarding multicell:

If you read through that document, it seems to imply that each of on the M700 devices will hold some SIP Accounts.
I say this because at some point is says:
"The maximum number of users/handsets/SIP-registrations is 1000. Each base station can hold a maximum of 30 users, so you need at least 34 base stations to achieve the maximum number of users (but more than 34 won’t allow more than 1000 users)."

Now how the Mutlicell decides which SIP accounts will go on what base station I don't know.
