deny drop call function in queues or extensions

Hi,

we have a customer that would like to disable the possibility of drop calls for calls that are waiting in a queue or
ringing on an extension.

So when we disable actions it is denied but then it is no more possible to take over a call by pressing the blf key.

How can we reach this?
