Disable IVR extension dial from reaching user outside office hours

I am aware that it is possible to place extensions into DND outside office hours, and thus not allow callers from reaching them by dialing their extension from an IVR.
The issue here is when a user goes out of DND for any reason, and forgets to put it back on, they will now get calls.
Is there an advanced option to make extension calls from an IVR to go straight to a user's voicemail?

You can use office hours on your trunk so calls are directed to a different location when the PBX is out of office. This way the users will not need to switch status. Or you could use office hours on extensions so they auto switch when out of office hours and switch back to available the next day.

I am using global office hours on the trunk, which is perfect for my need.
There are also times when an extension needs to go off DND to allow calls after hours.
However, after hours, the calls to the trunk goes to an after-hours IVR and that's where the issue comes in.
The caller is able to dial an extension when in that IVR (coming from that trunk), which is also a desired function, however the caller is able to get to the extension and not the voicemail.

Essentially what I'm looking for is a way to block them from reaching a user when dialing out of a specific IVR.
 
I am not sure of what the desired behaviour is here since the users manually go off DND to answer calls and the callers (as far as i understand) should be able to reach them when they do that. Should the users be only able to receive local calls?

There are afew scenarios where the user needs to go off DND and back on once done:
-Allow an internal call.
-Allow a DID call.
-Allow a call from another IVR and or Queue
