Disabled Calls transferred from voicemail will be routed here

Hi,

I am sure I am missing something but I uncheck this in the system settings but the caller still was able to press * from a users VM box and go to the operator extension.

Is there another place to disable this or maybe I need to check voice prompts properly remove this?
