Do i need Voip providers when using Physical lines

So im trying to setup 3cx im having trouble understanding the manual.
We have 4 physical lines coming in. From my understanding we would need to use a Patton SN4114 to convert the Physical lines to ip in order to use them with 3cx.
The Inbound and Outbound call section of instruction state i would still need a voip provider, but i thought Voip providers was only need when not using Physical lines.
Any clarification would be greatly appreciated .
 
To convert your 4 PSTN lines to sip, yes you need a Patton SN4114 or Grandsteam GXW4104 (supported gateways - https://www.3cx.com/voip-gateways/)

You can use both devices for inbound and outbound calls.

You do not need SIP trunks, if you still want to use PSTN lines

Have you thought about migrating your old pstn lines to sip ?
