Elevate call to video

Could someone please tell me how to find the "video button" that is supposed to be visible when two people are talking and you want to elevate your call to a video call. I have windows 7 machines that are running the latest version of the 3cx client for windows and both have cameras with microphones. I know they work because I have used them many times in web conferences. But no "Video Button" when in a phone call.

make sure that under Settings > Video Options the Video is enabled.
