Emergency Number notifications to a Ring Group, call does not forward

Currently running v16.0.655 on Win2016 server. I set up a new Ring Group for our Loss Prevention staff, ring all strategy, and if no answer the destination for the call is to connect to an extension. I then used this ring group in my Emergency Number notification. When the emergency number is dialed the phones assigned to the Loss Prevention ring group will ring but if nobody picks up the call is not forwarding to the extension listed. If I manually call this ring group, and nobody picks up, it will forward to the extension. Maybe its me, has anyone else tried this?

The emergency notification can probably only follow one flow, not a forward.
