I have 2 Debian servers setup for fail over, when creating the backup server I used a backup, and now there
have been some changes. How do I update the backup server with out manually making those changes? Also to test this do I need to have the backups in the cloud, how would the backup server get updates from the active server backup on two physical servers.
 
do we need a google drive for the schedule restore, how does the passive server access the active server backups, the document ecamples uses a gdrive
 
No you don't need to use Google Drive. You can use any of the storage mechanisms 3CX supports for backup. How to get the passive box access to the the location, particularly if you backup locally on the active box is up to you.

I get that ok I back up the active server I got that, I download it locally, Then I would restore it to the passive server. I understand that. the restore option is grayed out on the passive server.
 
What version of 3CX are you using ?

Failover is only in the Enterprise license.
