Fanvil X7C-V2 Doesn't show option for Router Phone

Hi, I purchased a number of X7C-V2s and have upgraded the firmware to

2.12.15.6

but when going to configure the phone using the setup guide I don't get the choice of whether to make it a router phone.
3CX is hosted by 3CX. I have added a SBC install on a local computer and can configure the other phones via that SBC, but the X7C-V2 is not showing as a router phone and I don't see anywhere where I can specify in either the 3CX management console or the local phone management portal. I'm out of ideas.

To add a router phone, you need to be in an admins webclient and not from the management console.

Open the webclient of the owner's extension, for example, and navigate to Admin > Users and the extension that you want to provision the router phone, Navigate to the Ip phone tab and select configure the phone, then follow the instructions: https://www.3cx.com/sip-phones/fanvil-x3-x5/

I was able to log in to the webclient, not the management console, and was able to create a router phone (2 actually) but the phones don't come back up and allow me to enter the code. they are now just cycle booting. Any ideas? Do I need an SBC stood up temporarily? Thanks
 
After it sitting in what seemed to be a boot loop for 10 min, it stabilized long enough for me to issue a factory reset. Came back online and I was able to continue. Thank you so much for your guidance.

Sounds like either of these two possibilities at least:

a) the power supply is not sufficient - check the phone specs and provide it with that it needs (whether using a power brick or PoE)

or

b) perhaps you had DHCP Option 66 on your network which was sending the phone some invalid information?
