Fax Service Patton not passing to Fax Service

I a Patton 4960 and running 3Cx version 7.1.6. The Patton has some DDI and all are working except the Fax. This has been working I updated to version 8 it stopped working so I downgraded back to version 7.1.6.

Here is a copy of the logs for a Fax Call

I have reloaded the Patton, redid its config from scratch. The DDI are working as if I change the Fax to voice line the number works fine.
