You could send the call to an extension, that is then forwarded to the mobile number.

Don't use exceptions. just set the extension to away and send all calls to mobile.
If there is no phone attached - really do not have to do that. just send all calls to mobil right off the bat.
Or goto the extension section, click the checkbox by an extension, then click the status button at the top.
Second issue - check the call / activity logs.

1) No outbound rules setup period and no calls will go out. Create outbound rules.
2) You have outbound rules and can make calls in general - but only these "forwarding" calls are failing. If so, you need to relax the outbound rule restrictions.
