What I would like to accomplish:

Interface my office management system to the 3CX PBX. For this I require:
1) Be notified of incoming call with caller ID.
2) Be able to make outbound calls

From what I have gathered so far, I would follow the examples in "Connect Your Applications to 3CX with the CRM API for 3CXPhone", however that page states "Important: Development using 3CXPhone for Windows Plugin API requires 3CX Phone System PRO License.".

We are a software house, not the end user, so I have worked under the impression that I could use the key provided that would activate the 3CX Phone System for Windows in 2 call mode, but I do not seem to find the same (wether download nor development key) for the PRO version.

Guidance on where to look and what to request would be appreciated.

You say you want to interface your office management system, then say you are the software developer - not the end user.
Either way, you may have to bite the bullet and buy the 4 PRO for $495 US. There are many companies providing add-ons for 3cx. I doubt gives every one a free license.
