How can I block a SIP trunk from being able to dial certain extensions?

Case scenario:
- two SIP trunks
- two separate departments with different roles.
- departments have mixed extension numbers.
- the callee wrongly dials the wrong extension.
- One SIP trunk must NOT be able to dial certain extensions

Can you clarify please, which is the configured call routing? Are the inbound rules pointed to IVR's for example?
 
That's correct.

Both SIP Trunks are pointed to separate IVR and then individual extensions.

For example:
  • SIP1->IVR1->ext100, and
  • SIP2->IVR2->ext101,
but the requirement is for SIP1 not to reach ext101 and vice-versa.

In this case you can use the 'DTMF Input' IVR where direct dialing is disabled. See here for more info on IVRs.
