How do extension can make outbound call

How do extension can make outbound call through VOIP Provider, and also is this possible that I can use DID as a extension.

OUtbound call prefix

When you create a PSTN or VOIP line, it will become the default line to use for external calls. By default a 0 is used to get an outside line.

You can change this behavior by modifying / creating outbound rules.
