How to play prepared voice message for external Phone number

Good day.
I try to looking for where i can setup following:
We need to setup automatic calls from 3CX Phone system to specific Phone numbers in 3CX PhoneBook and play prepared Information Voice Messages.

Where i can setup this ability ?

Using the CFD and a dialer.

Sorry, perhaps you will find this question inappropriate, tell me, CFD application need to install on server side or it can be installed on another workstation ?

This is not a feature built into 3CX. You could, however, build a dialer using the Call Flow Designer (CFD). You can get instructions here:
