if any Ext want to make out call using sip or landline .. first he have to enter password like his voice mail ... how to setup this

What?
normally you don't have any password to do to call out.
Did you set a prefix by hasard on your outgoing rules?

Do you use Hotdesk phones?

See Enable PIN Protect - configure an extension to allow outbound calls only after entering a PIN, i.e. the user dials 777 followed by the PIN and a # to dial the external number.

Here:

In short this is done per Extension under >> Options.

It may all depend on the reason(s) for the restriction.

A simple method, is to require a (long) prefix in the outbound rules, then restrict that rule to certain extensions. If, for example, you only wanted some users to be able to place international calls, then the rules could require a 5 or 6 digit prefix, that is then stripped off in the rules. This prefix could be changed every so often.
