Sending anything to "random" numbers, sounds...annoying, and possibly, illegal.

The quick answer is no. As leejor indicated, 3CX is not capable of this out-of-the-box.

There may be some legal issues that need to be considered depending upon the laws in your country. There are 3rd party auto-dialers that can be integrated with 3CX. In the U.S, there is a do-not-call registry. This is a listing of phone numbers that have indicated that unless certain conditions are met, the numbers are not to be called. There may also be requirements that if a number is called, that an option has to be presented that allows the callee to opt out of any future calls. There may be other reqiurements as well.

It can be done, just be sure to follow the law.
