If I have a SIP provider that I have purchased 20 SIP lines from, in Cambodia you buy them as blocks of 5, when I set the limit of SIM calls to say 10 on the trunk does it stop more than 10 calls being received?

I am looking to ensure that I can allocate x calls to incoming and y calls to outgoing.

The amount of SIP Calls set affects both Inbound and outbound calls. So if available you could receive 20 inbound or make 20 outbound calls or any combination in between.

Is there a way if I had a SIP SIM license for 32, I could allocate them as 20 for incoming and 12 for outgoing using multiple trunks to the same provider?

Not on the same trunk no. If you are using an IP based provider you could do it with some manual configuration and a lot of playing around but there is no separate option for limiting inbound and outbound calls.

If you have 20 sim calls and you think there is a chance that all 20 will be occupied at some point by either inbound or outbound calls then you need more sim calls.
