I'm in trouble.
Multiple SIPs.
I want to call back at the same number.

We manage multiple phone numbers.

All phones are aggregated for one user.

However, when making a return call, we will call back at the higher number of "outbound rules".

I want to change this.

See figure.

I want to reply with the number I received.

If I understand correctly - you will need different OUTBOUND rules depending on which trunk you want to use. So, if user B needs to call out on Trunk A or Trunk B -
You will need a prefix.
Dial 8 first for Trunk A
Dial 9 first for Trunk B
Strip the first digit...

The prefix I understand is low.

If you choose not to use a prefix digit to select the trunk (as was suggested), because both numbers begin with the same digits, you must specify (restrict) which users are to use which rules. As it is (outbound rules are read top down), the first rule that matches, will be used.

A far as outgoing caller ID, you show user A in both groups. At this point you can only give each extension number one outbound caller ID unless you have modified a template and put more than one extension key, on each set. If this option is not used then caller ID will be derived from the trunk settings.

I tried various things overnight, but it didn't work out the way I wanted.

Can you ask for work?
 
If you used the "prefix method", as suggested by @craigreilly, for returning calls. That would send the correct caller ID, (the CID assigned to each trunk). If you added, the required prefix on incoming calls, by modifying the caller ID https://www.3cx.com/docs/cid-reformatting/, then it would make it easier when returning calls.
