I've been tracking the spam calls I receive and have found that they have consistent Caller ID Names, but constantly changing Caller ID Numbers. I've seen that I can add inbound CID routing rules based on the Caller ID Number. Is there a way to do routing based on Caller ID Name (ideally with the ability to add wildcards)?

I can't recall seeing a feature that uses the name to route calls. Many areas in the world only offer calling number and not a name, so a feature that could be used everywhere was developed. A phone number is also considered unique, to a caller, whereas a name is not.
If the calls are causing major issues, you might consider routing all calls to an IVR, with a short "information message" (due to Covid-19 our hours have changed..." , etc. where callers must make a selection, before continuing. that would block robo calls.

If you require live answer, you could first route calls to a Call Flow Designer (CFD) application that looks at the Caller ID Name and compares it to a database of blocked names and if found in the list, drops the call.
