Inbound Rule Block Phone numbers min/max length

I'm wondering if there is a way to configure a rule to end calls that don't meet a min or max phone number length? I have noticed that the fake caller ID's are using numbers like 0112013 or longer 0112340123455676. I would like to drop these calls.

calls are 7 or 16 digits dialed as on your post?
perhaps a rule blocking numbers starting with 0112xxxxx
