Incoming calls to Ring Groups, hitting decline sends call to VM.

I'm wondering if this is a feature. We have 20 people in a ring group. If a call comes in and they hit decline on the Web client or App, it sends the call to their voicemail as if they answered and sent the call to voicemail.

Wouldnt declining a ringgroup call continue to ring all the other agents? Or do we need to move to ques?

After watching their screens, the users figured out they can grab all the new phone calls for themselves by sending to voicemail while they are on a call. They were using Divert to Voicemail. I'm guessing there is no way to turn off Divert to Voicemail for ringgroup calls?
