Influx of incoming calls can't dial out

Greetings,
We have multiple queues, each setup with wrap-up time.
We have an issue where agents just can't dial out because calls will come in over and over again through to their lines and taking over.
As the strategy is to ring all, so the calls just keep pushing through, even if you reject them, there's no way to trigger the wrap-up time unless you have a successful call prior.
Seems like the only way is to make the agent log out of their queue to do any of their outgoing calls which seems counter productive because you would require your agents to be disciplined to log
themselves back in. We're obviously trying to minimise the amount of steps they have to do to achieve this.
If we have incoming calls all the time going to the queue, they'll pretty much never make any outgoing calls.
I've been trying to trigger a line key in the blf section but even though our Grandstream re-provision with those line keys, the current windows client doesn't reflect this button, it's nowhere to be seen.
I can't seem to be able to trigger a call in anyway if there's a current call showing up. Dismissing it will only bring it back right away.
I've looked through this forum and I don't think there was any solution to our current problem, the only "solution" is to get your agents to log out and then log back in.
We'd opt for the log out option by doing a softkey (blf) for it but then we'd want a timer so that it would log the agent back in.
I'm wondering if anyone has had any success or a different way to achieve this.
Hoping someone has some ideas there.
