I got this 3rd hand from a customer that uses MDL and they were told by MDL that they no longer support the dialer. This, I'm told, is because 3CX has withdrawn documentation for the 3CX Call Control API and they did not feel they could adequately support their dialer without documentation.

What I believe they (MDL) did with their dialer was set up an asterisk box that performed the predictive dialing, then when voicemail detection decided it was a human, they forwarded the call to 3CX. So you could probably duplicate much of what they were doing with a generic asterisk install.
