Install stops at 19% when loading the ca-certificates on Esxi 7.03

I did an install yesterday on an ESXi 6.7 server without issue, today on a 7.03 server the install stops at 19% when loading the ca-certificates.

Is there any tricks to doing an install on 7.03?
