international calls warning but not making those calls

I'm getting warning that people are trying to dial international and it's being blocked but they aren't actually dialing these numbers. he's a snippet of logs -

Could it be a match, on the first digits, to a blocked country code? The fact that you have a rule called 'Local/Long Distance/International' suggests that you haven't created a few rules, each specific to the type of call. You may want to review your rules breaking them down, more specifically, to the type of calls.
