Is a PRO license required for development with 3CX WindowsPhone API?

Hello,
I am following this tutorial: https://www.3cx.com/call-center/crm-integration/
And I face problem that 'OnCallStatusChanged' is never called, like these two guys:

and
https://www.3cx.com/community/threads/phone-api-oncallstatuschanged-not-working-as-it-used-to.45326/

I notice that in the tutorial, the author mentioned "3CX PROFESSIONAL License Key".
Is that a MUST HAVE pre-condition to develop with that API?
It is nonsense for me because if I am not sure that we can integrate 3CX with our CRM system or not, it is difficult for my company to decide to buy a PRO license.

Yes, 3CX PRO is a "Must have" when you Program with the API.
