Keeping a key's programming in different phone states

Yealink T46 with 3CX v14. I have the line keys and (4) programmable keys set to specific functions via the provisioning file. The 4th programmable key (the last physical key along the bottom of the phone display) is set to PAGE, but this only works when the phone is idle. So when the phone is idle, you can press that button and all works nicely. However, if you pick up the handset first, then those programmable keys change (I think this particular key changes to End Call). I can change this via the Yealink phone's admin webpage, but that's a pain to do it for the whole fleet of 30 phones.

So - does anyone have a tip for how to specify the programming for the programmable keys during different phone states - idle, dialing, etc? Ideally, I want that PAGE button to stay at PAGE all the time, regardless of what else is happening on the phone.

If I recall it is an additional file. I would check with Yealink.
